Antikor commented on Tokayev's words about "intimidation" of civil servants
The official representative of the Anti-Corruption Service Daniyar Bigaydarov commented on the assumption of President Tokayev that their agency could intimidate civil servants. He is quoted by zakon.kz.
What Tokayev said
According to the president, lengthy approvals are often caused by the reluctance and fear of civil servants to take responsibility. Tokayev called for this to be sorted out.
"Long procedures for coordinating and making decisions are connected with the unwillingness and fear of civil servants to take responsibility. This needs to be said openly. What's the matter? Maybe the anti-corruption agency has put pressure on everyone? Has put pressure on and intimidated them? Let's look into this issue as well. Decisions need to be made," Tokayev said at an extended government meeting on January 28.
What Anticor said
Daniyar Bigaydarov noted that the Agency, in pursuance of the President’s instructions, strictly adheres to the principles of objectivity and legality, because behind every decision lies the fate of a person.
"The rights and freedoms of citizens are the highest value for us. An honest official, acting within the law, should not be afraid to take responsibility when making decisions. Legitimate decisions should be made promptly. A civil servant should not experience any difficulties in coordinating and making a legal decision," he said.
According to Bigaydarov, Anticor is now focused on adhering to the principles of transparency, honesty, integrity and fairness.
“The agency’s operating methods have changed in recent years.
Since 2022, approaches to assessing the work of the agency's territorial divisions have been radically revised, eliminating the race for statistical indicators. The main priorities for us are the preventive elimination of prerequisites and prevention of corruption," Bigaidarov said.
He noted that the formation of an anti-corruption culture is of great importance in the prevention of corruption.
“We call on civil servants to be guided by the principles of professional ethics, honesty, fairness, integrity and to always act within the law,” Bigaidarov said.
